The Windows RT OS has recently had VPN support introduced, so please make sure you have the latest version of the OS installed on your Microsoft Surface, as previous versions don’t have VPN support. (Windows RT version 8.1 is required for full functionality).
Windows RT includes standard PPTP and L2TP/IPSec VPN clients that can connect to our service
Step 1: Connect to a Network. (WiFi or a wired connection).
Step 2: Swipe in from the right edge of the screen, and then tap Settings.
Step 3: Tap or click Change PC settings, then tap Network, and then tap Connections.
Step 4: Under VPN, tap Add a VPN connection.
Step 5: Choose server type (PPTP or L2TP/IPSec). Note: Internet Address = Server address.
Enter a server address “Destination Name” = Anything you wish (PandaPow VPN for example). Enter your PandaPow username and password. Click remember credentials (If you want your Surface to remember your username and password). Click Create

How to connect the VPN
Step 1: Tap Settings and then the Network Icon.
Step 2: Select the VPN you created and then click Connect.
