The PandaPow app on Windows has 2 types of servers. In some countries, in particular in PRC, the old type (Type 1) is not working. So you should only use the new “Type 2” servers. To do that, open the PandaPow Settings, and in the Advanced tab, for Allowed Types select Type 2. See below for screenshot.
